Brent Toups – Vice President, Sales Manager
Brent Toups joins LUBA with more than 25 years of experience in workers' compensation insurance, specializing in underwriting, production, marketing, and premium audit. Most recently, he served as Assistant Vice President of Insurance Operations at CompSource Mutual.
In his new role, Toups will lead LUBA’s sales initiatives, focusing on expanding agency relationships and strengthening the company’s market presence.
A native of Thibodaux and an avid outdoorsman, Toups earned a Bachelor of Science in Accounting and a Master of Business Administration from Nicholls State University. He is also the past treasurer for the Thibodaux chapter of Ducks Unlimited.
Jeff Skaggs – Senior Vice President, Underwriting and Loss Control
Since joining LUBA in 2022 as Vice President, Special Projects, Jeff Skaggs has made a significant impact across the organization. With over 38 years of industry experience, he now steps into a key leadership role overseeing underwriting and loss control operations. Prior to LUBA, Skaggs served in various underwriting, marketing, and management roles for national carriers before becoming Regional Vice President at Texas Mutual.
In his new position, Skaggs will lead LUBA’s underwriting team, working closely with Vice President, Sales Manager Brent Toups and the sales team to build strong agent relationships and uphold LUBA’s commitment to Genuine Dependability.
A graduate of the University of Texas at Dallas with a bachelor's degree in government and politics, Skaggs also holds a master’s degree in leadership and human resource development from Louisiana State University. He is active in the worship ministry at Istrouma Baptist Church and has served on multiple nonprofit boards. Jeff is also a past board member of the Independent Insurance Agents of Houston.
